Georgia Holmer is a globally experienced advisor and strategist with more than two decades of service at the intersection of diplomacy, international security, and human rights. Known for her intercultural fluency and diplomatic skill, she has worked across Europe, Africa, Central Asia, and the Balkans—facilitating complex conversations, building consensus, and advising senior leaders on some of the most pressing challenges of our time, from conflict prevention to counterterrorism and the reintegration of former combatants.
Drawing on a rich career that includes leadership roles at the Organization for Security and Cooperation in Europe, the U.S. Institute of Peace, and the U.S. Department of Justice, she has led and inspired diverse, cross-regional teams and advanced collaborative, rights-based approaches to international policy development. Her ability to navigate political nuance and cultural context has made her a trusted interlocutor and bridge-builder between governments, international organizations, and civil society.
A skilled facilitator and FBI-trained analyst, she is recognized for her clarity of communication, strategic foresight, and incisive problem-solving. She is active in promoting women’s rights and the prevention of gender-based violence and serves on the advisory board of the NGO Women without Borders. She is also the founder of The Artemis Collective, a platform for women artists responding to war.
Currently based in The Hague and holding dual U.S./EU citizenship, she brings a uniquely global lens and deeply human perspective to every challenge she undertakes.
