Sakina Bakari Mwinyimkuu is a distinguished Tanzanian leader in Performance Management Systems with a 19-year track record of excellence in the Public Service. Her expertise spans Performance Management, Organizational Development, Development Planning, and M&E. She holds Advanced Master’s in Development Evaluation from the Institute of Policy Development at Antwerp University (Belgium), an MA in Monitoring and Evaluation from the Open University of Tanzania, an MSc in Human Resources Management from Mzumbe University, and a BA in Political Science and Public Administration from the University of Dar es Salaam.
As the Director of Government Performance Monitoring and Evaluation at the Prime Minister’s Office, Sakina provides strategic leadership and technical guidance to strengthen national M&E systems, institutionalize results-based management, and promote accountability and evidence-informed decision-making across government.
She has spearheaded the establishment of a National M&E Platform engaging over 1,000 participants annually, institutionalized M&E systems in more than 100 government institutions, and designed M&E structures from the national to local government level. Under her leadership, Tanzania has formally introduced an M&E cadre within the public service, creating a sustainable professional foundation for the field. She is currently championing the development of Tanzania’s first National Evaluation Policy, which will provide a coherent framework for national evaluation practice.
Globally, Sakina serves on Evaluation Reference Groups of the World Bank IEG, AfDB IDEV, and UN IEO, contributing to learning and development effectiveness. She co-founded and serves as Executive Secretary of the Emerging and Senior Women Leaders in Tanzania (ESWLT) initiative, advancing mentorship and leadership opportunities for women in public service.
